Dee-Delivery: A New Consumer Protection Measure
What is Dee-Delivery?
The Office of the Consumer Protection Board (OCPB) has issued a notice regarding the regulation of cash-on-delivery (COD) services, effective October 3, 2023. This new measure, known as "Dee-Delivery," aims to protect consumers who order goods online but do not receive them as expected or who are charged for goods they did not order.
How Dee-Delivery Works
Under Dee-Delivery, delivery service providers that collect cash on delivery must:
- Include detailed information on the receipt, such as the sender's name and phone number, tracking number, item details, and the amount collected.
- Allow consumers to inspect goods before paying.
- Give consumers the right to refuse delivery or request a refund.
- Hold the collected funds for 5 days before transferring them to the seller, allowing consumers time to file a complaint if necessary.
